Windy is a living cloud that is an ally of Darktan.
When Darktan first started his search for a new minion, he chucked a Doom Weed inside a blender, blended it, then fed it to a black puffle. The puffle turned into a gas that formed a black cloud with eyes and a mouth. It joined Darktan's army because it wanted to take revenge on penguins who had whacked him with a shovel.

There is a rumor that the black puffle was Mabel's father, but that has not been confirmed.
